PURPOSE: To reduce additional data quantity at the time of adding additional service by judging contention by means of additional service contension control data which has additional service execution data and additional service activa tion attribute data. ;CONSTITUTION: The additional service contention analyzing part 2 of an exchange system 1 holds additional service execution data 10 and additional service activation attribute data 11 at every additional service. Then, it is inspected whether or not the beginning of starting coincides with a resource used at the time of starting by data 10. It is also inspected whether activation attributes do not collide by data 11. Non-contension is judged when the beginning and resouce are quite different and also the activation attributes do not collide. Next, an additional service control part 5 executes additional service when non-contention is judged.
