PPROBLEM TO BE SOLVED: To provide evaluation results of power consumption capable of being used during developing an application program to be loaded on hardware or during using the hardware. PSOLUTION: A component state managing part 230 acquires information showing an operating state of a terminal HW 220 constituting the hardware of one's own machine, and acquires values of model parameters A to D which show the operating states of components of the terminal HW 220 and do not depend upon a terminal model on the basis of the acquired information. A power calculating part 240 calculates an evaluation value PSBestimated/SBof the power consumption of a radio communication terminal according to a predetermined power consumption evaluation formula (1) including the model parameters A to D and a power coefficient cSBi/SBon the basis of the values of the model parameters A to D acquired by the component state managing part 230 and the value of the power coefficient cSBi/SBpreset in accordance with the model parameters A to D.
