PPROBLEM TO BE SOLVED: To provide an apparatus and a method for horizontal continuous casting, capable of raising a casting speed without generating cracks in a cast bar. PSOLUTION: A horizontal continuous casting apparatus 1 continuously casts a cast bar 4 at a casting speed of 200-500 mm/min while subjecting a molten metal 3 to primary cooling, secondary cooling, and tertiary cooling with a cooling device 6. The cooling device 6 includes: a water jacket 61 for primarily cooling the molten metal 3; a secondary cooling nozzle 62 for secondarily cooling the cast bar 4 with cooling water W in the water jacket 61; and a tertiary cooling nozzle 63 for tertiarily cooling the cast bar 4 with cooling water W in the water jacket 61. A cooling water collision position gap Y between a collision center position P1 of the secondary cooling water, where the cooling water W of the secondary cooling nozzle 62 collides against the cast bar 4, and a collision center position P2 of the tertiary cooling water, where the cooling water W of the tertiary cooling nozzle 63 collides against the cast bar 4, is set at a ratio R of 30-60% with respect to a diameter X of the cast bar 4.
