PROBLEM TO BE SOLVED: To reduce a time needed for optical line recovery when a failure occurs in an optical line terminating device for transmitting a data sequence of 1 Gbps and 10 Gbps as a downstream optical signal having wavelengths λ1 and λ4 in an optically multiplexed manner, the optical line terminating device OLT #100 for receiving an upstream optical signal having a wavelength λ2 from each of subscriber optical line terminal units ONU #1 to ONU #N.SOLUTION: An optical line terminating device includes: a currently used unit 17 for receiving upstream optical signals from a plurality of subscriber optical line terminal units ONU (#1 to #N); a 1G/10G signal generation unit 24 for generating dummy-upstream signals to which 1G and 10G data sequences each having a wavelength λ2 equal to that of the upstream signal are added; and an optical switch unit 16 for supplying to the currently used unit 17 dummy upstream signals in place of the upstream optical signals received from the plurality of subscriber optical line terminal units ONU (#1 to #N), in failure position detection processing for the optical line terminating device and the plurality of subscriber optical line terminal units ONU (#1 to #N).
