PROBLEM TO BE SOLVED: To enable a person who is going to transmit a voice message to be notified of approximately how long it will take for the voice message to reach the other party.;SOLUTION: A sender inputs a portable telephone number which is the destination to which a voice message is to be transmitted by manipulating a portable terminal 2 of his own (S201), and makes a preliminary inquiry request to the effect that the sender wants to transmit the voice message from a disaster voice delivery service (S202).
