PPROBLEM TO BE SOLVED: To provide an upper session management server that is able to easily achieve a communication service that associates a plurality of different apparatuses. PSOLUTION: There are included are a media identification part 602 that identifies a plurality of pieces of session kind information related to service kind information represented in a service start instruction in a session DB, a device identification part 603 that identifies device identification information related to a session kind out of device identification information represented in the start instruction that is identified by the media identification part 602 in the session DB, and a session control part 606 that starts a plurality of sessions to perform the service based on a plurality of pieces of session information related to the device identification information that is identified by the device identification part 603 in the session DB.
