PPROBLEM TO BE SOLVED: To provide a harmful substance removing device by direct current streamer discharge capable of reducing discharge sound and enabling stable discharge without problems of manufacturing, cleaning, and exchanging discharge elements. PSOLUTION: The shape of a pin of the discharge element 5 manufactured by a method for manufacturing coils is made in a diameter or width of 0.5 mm or less (0.15 mm or less for reducing the discharge sound), the pins are arranged by an interval of few times of the pin diameter or width, the length of the discharge elements is 5 mm or more longer than a pin fixing table, voltage of 5 KV or higher is applied, the discharge elements are fixed to a rotary 6 arranged in the center of the tube such that wind flows around the elements, and the harmful substance is treated by the combination of a discharge device incorporating the discharge elements, an ozone decomposing catalyst filter 3, and a photocatalyst filter 2 or others.
