The system (10) has a detection unit (12) is set to detect value of driven kilometer and amount of fuel for certain period. A data central server (14) is connected with detection unit over a data connection (18). A transmission unit (16) transmits detected value to central server over a database (28). A calculation unit (46) calculates average fuel consumption value and discharged amount of noxious gas such as carbondioxide in certain period. A comparison unit (48,62) compares calculated value with calculated value for several driver values and predetermined reference value. An independent claim is included for a method for comparing average fuel consumption value and quantity value of noxious gas.
