An anti-flood hydro-power construction comprises a water reservoir located in the river basin, with lower operational reservoir filled with water from the upper river range at flood period and the upper dry reserve reservoir filled with water from the upper river range at low water period and the upper dry reserve reservoir filled with water from the upper range of the river at flood period, and hydro-power unit, this comprises a forebay and hydro-electric power plant with water discharge in the lower river range. The hydro-power unit comprises 2-4 insulated sections mounted in sequence and operating in parallel, each of those includes a separate forebay and a separate operating in parallel hydro-electric power plant, and the forebays are separated one from another with overflow walls with different heights and are arranged with possibility of filling those with water from water reservoir in sequence through overflow walls. The height of the overflow wall of the forebay adjoining the water reservoir corresponds to the water level in operation reservoir at low water period, and the height of the overflow wall of the forebay most far from the water reservoir corresponds to maximal water level in water reservoir at period of the most intensive flood.
