The present invention refers to an arrangement and method for aircraft (1, 2) surveillance using an ADS-B monitoring. The arrangement comprises a plurality of receiving stations each adapted for receiving a broadcast signal (5, 6) emitted by an aircraft (1, 2) and means for processing the received broadcast signals (5, 6). It is suggested that at least some of the receiving stations are located on satellites (20, 26) in form of transparent transponders. The broadcast signals (5, 6) received by the transponders are downlinked and forwarded to ADS-B processing centres (11). There, ADS-B receivers extract the message contents and ADS-B data servers disseminate the information to the users.
