A planning controller for an entity of the cellular network is configured to assign a priority to the transmissions of each of the plurality of stations user equipment according to a particular type of device for the respective station computer user. An analyzer device user equipment for an entity of a cellular network, configured to determine a device type for a station user equipment within the cellular network based on one or more of the following: the IMEI station user equipment; the traffic pattern of the previous communications between the cellular network and the user equipment station; and terminal type information transmitted by the user station equipment in data according to the HTTP protocol.
