A method and apparatus for generating performancemeasurements for a wireless network is provided. Themethod may comprise: obtaining, at a base station, performancemeasurements and location data from a mobile device, storing, atthe base station and based on the location data, at least a portion ofthe obtained measurements to at least one virtual geographic bin ofa storage array, wherein each virtual geographic bin correspondsto a different geographic area within a cell serviced by the basestation, aggregating, at the base station, at least a portion the measurementsstored in each virtual geographic bin into one or morelocation-based performance measurements, and transmitting, fromthe base station, at least a portion of the location-based performancemeasurements to a network manager.
