Provided is a cartography device which can create maps that can quickly and easily reflect changes in the radio wave receiving state. This cartography device (4) is configured from: a positioning result receiving unit (202) which, as a result of positioning a mobile terminal (3) measured using a GNSS satellite, acquires information about satellites in field of view; an orbit information receiving unit (204) which acquires orbit information; a blocked space creation unit (205) which specifies satellites out of field of view on the basis of the positioning results, the information about satellites in field of view, and the orbit information, and which defines as a blocked space the space formed by an elevation angle less than or equal to the elevation angle of the satellite out of field of view with the greatest elevation angle; a landmark model inference unit (206) which synthesizes multiple blocked spaces and infers the presence of obstacles; and a shape model creation unit (207) which integrates the inferred obstacles with the map information and creates a three-dimensional map.
