Terminal devices (8201…) are disposed on mobile bodies and acquire and then transmit, to a server device (810), the location of the respective mobile bodies, two sets of information including information pertaining to the slip rate of a drive wheel on a road and information pertaining to the friction coefficient, and the rotational speed of the drive wheel. An estimation unit (814) compares the result of the statistical process with a template of the relationship between the slip rate and friction coefficient for each road condition, and estimates a set of road condition information. A mapping unit (815) maps the road condition information. The mapping result is sent to the terminal device and a traction process is carried out. Therefore, the present invention can contribute to the estimation of road conditions on the basis of the road condition information acquired from multiple mobile bodies and can control the traction at a high accuracy in each mobile body.
