The present invention relates to a cosmetic composition for making up and/or caring for the skin and/or the lips, comprising, in a physiologically acceptable medium, • - at least one pulverulent phase comprising at least hydrophobic silica aerogel particles, • - at least one hydrophilic active agent, preferably chosen from moisturizers, preferably chosen from: • o sorbitol, • o polyhydric alcohols, preferably of C₂-C₈ and more preferably of C₃-C₆, preferably such as glycerol, propylene glycol, 1,3- butylene glycol, dipropylene glycol or diglycerol, • o and mixtures thereof, • - at least one oil, which is preferably non-volatile, • - at least one surfactant, • - the said pulverulent phase representing between 0.1% and 25% by weight and preferably between 0.5% and 20% by weight relative to the total weight of the composition, and • - the said composition comprising less than 2% by weight of water relative to the total weight of the composition, and preferably being anhydrous.
