The purpose of the present invention is to provide a flame-retarding agent that is capable of imparting good flame-retarding properties to a fiber material, that is capable of inhibiting the generation of a watermark (ring-shaped stain) when water is deposited on the fiber material and then dried, and that is capable of inhibiting bleaching when a snow-melting agent (calcium chloride) has been deposited on the fiber material. The present invention is a flame-retarding agent essentially containing an acid phosphate ester or salt thereof, wherein the acid phosphate ester or salt thereof is a compound represented by formula (1) below.
