Disclosed are a method for switching a small base station state and a small base station, so that electrical energy waste caused by the small base station working in an unnecessary working state can be prevented, and the working life of the small base station is extended. The small base station detects, for every preset first time period, uplink received signal strength within an uplink frequency bandwidth range of a macro base station to obtain an uplink received signal strength value of the macro base station. The small base station compares the uplink received signal strength value with a preset first threshold. If the small base station determines that the uplink received signal strength value is smaller than the first threshold, the small base station keeps or switches to a dormant state. If the small base station determines that the uplink received signal strength value is equal to the first threshold, the small base station keeps a current state. If the small base station determines that the uplink received signal strength value is greater than the first threshold, the small base station keeps or switches to a working state. The present invention is applicable to the technical field of communications.
