In the present invention, a vibration measurement device (3000) and a neighboring vibration measurement device (3000) measure vibrations in tubing or vibrations propagated from tubing at points in time differing from each other. A leak position identification device (2000) has: a first measurement device identification unit (2010) that, when the vibrations measured at one of the vibration measurement devices (3000) indicate a leak, identifies the vibration measurement device (3000) as the first measurement device; a second measurement device identification unit (2020) that, of the vibration measurement devices (3000) neighboring the first measurement device, identifies a vibration measurement device (3000), of which the degree of leakage indicated by the measured vibrations is greater, as a second measurement device; and a position identification unit (2030) that identifies the leak position to be between the installation position of the first measurement device and the installation position of the second measurement device.
