Provided is a text character input device whereby simple input of text characters is possible. According to an embodiment, a text character input device comprises: a text character storage unit (12b) which allocates a plurality of text characters into each of a plurality of regions upon a display screen and stores same; text character display units (14, 12c) which display upon the display screen the text characters which are allocated to the region whereupon a text character inputter's line of sight is present; and text character selection units (18, 12d) which select and receive input of text characters from among the text characters which are displayed upon the display screen, on the basis of an operation of the text character inputter.
