As a result of this configuration, when the fan of the fan drive unit (10) is rotated manually by the rotation of the crank (11), the worker who performs the manual rotation is able to perform their work in a safe manner, and when replacing the main filter unit (9), the refuge room (C) is prevented from becoming contaminated, thereby making it possible to minimize secondary contamination and secondary pollution within the shelter.
