Disclosed are a refining method and refining device for titanium scraps and sponge titanium, whereby oxygen contained in a melt can be eliminated by supplying a deoxidising gas to the surface of the melt in order to refine the titanium scraps and sponge titanium. The present invention concerns a titanium scrap refining method for the refining of titanium scraps, wherein oxygen is eliminated from a titanium melt surface on which an oxide film has formed, by supplying plasma-form hydrogen ions and electrons into the melt. Additionally, the present invention comprises: a vacuum chamber; a crucible which is positioned in the vacuum chamber and wherein melting occurs in a state in which the melt and the interior wall thereof do not make contact due to the magnetic field of an induction coil; and a calcium-gas supply means for supplying calcium gas from a lower part of the crucible into the space between the interior wall of the crucible and the melt.
