The present invention relates to a method and a system for a payment system authenticating a buyer by using a mobile phone, and an electronic payment system using same. The method, the system, and the electronic payment system using same, according to the present invention, authenticate the user by transmitting to the mobile phone of the buyer an authentication message comprising URL information, receiving a private IP and MSISDN information from devices such as an IPLS from a communications company server when the buyer attempts to access the URL information from the mobile phone of the buyer, and comparing the private IP and the MSISDN information with communications company subscription information received from a terminal of the buyer.
