The present invention relates to a road flooding alarming system using a road flooding sensing device capable of measuring water level of a road in case of raining and judging flooding from the measured water level and then transmitting a guide message to each server and terminal. Especially, the road flooding alarming system includes: a road flooding sensing device which is installed at each road side, and measures water level of the road by the value sensed through a distance sensor part or judges flooding by the measured water level, and transmits information about the measured water level or flooding by a wired/wireless communication unit; and an insurance company server receiving information about the water level or flooding from the road flooding sensing device and then transmitting the information to a terminal of each employee or a terminal of an insurance subscriber.
