The prevent invention relates to an environmentally friendly construction method capable of purifying contaminated river water while naturally forming a fishway for restoring ecosystem. A deposited sludge discharge path (600) which is also used for the fishway prevents contamination of the river water from being increased and is frequently operated. A water purification and multipurpose operating sluice (700) helps animals and plants inhabiting a river, amphibians, and fishes move to the upper region and the lower region of the river. The water purification and multipurpose operating sluice is used to naturally form the fishway.
