The present invention relates to an environmentally friendly method for restoring a natural ecosystem using a fishway by storing large amounts of river water through multiple stages, purifying polluted river water, and restoring a river ecosystem to purify polluted river water flowing to a river by forming a fishway for ecosystem restoration and discharging polluted river water flowing to the river after purifying it; and to maintain a predetermined amount of river water by preventing river water from being completely discharged through the bottom water discharge passage of a floodgate during a dry season.
