The present invention relates to a dry absorbent for carbon dioxide or an inorganic carbonate conversion agent for carbon dioxide, comprising an active component capable of efficiently recovering carbon dioxide from a gas stream by selectively reacting with carbon dioxide, and fly ash as a scaffold. The dry absorbent for carbon dioxide or inorganic carbonate conversion agent for carbon dioxide according to the present invention can be used as a substitute for an existing dry absorbent for carbon dioxide or inorganic carbonate conversion agent for carbon dioxide because the dry absorbent for carbon dioxide or inorganic carbonate conversion agent for carbon dioxide can efficiently treat coal fly ash classified as waste by including coal fly ash as a scaffold, because the manufacturing process thereof is simple and environmentally friendly with no organic matters harmful to the environment used, because the dry absorbent for carbon dioxide or inorganic carbonate conversion agent for carbon dioxide has a carbon dioxide absorption rate approximately 24% higher than that of a dry absorbent for carbon dioxide or an inorganic carbonate conversion agent for carbon dioxide without fly ash, because energy needed for regeneration can be reduced by approximately 22% by lowering the temperature of absorption and desorption by more than 100C, because the design of process can be made flexible so as to be able to store carbon dioxide as well by burying the carbon dioxide converted into carbonate in case of difficult regeneration, and because the treatment of waste is easy owing to the dry absorbent for carbon dioxide or inorganic carbonate conversion agent for carbon dioxide able to be used as a building material.
