The present invention relates to a manufacturing method for a high efficiency carbon supported platinum-metal catalyst and, more specifically, to a manufacturing method for a high efficiency carbon supported platinum-metal catalyst which controls the size and distribution of platinum-metal particles, and a high efficiency carbon supported platinum-metal catalyst manufactured thereby. The present invention controls the size and distribution of platinum-metal particles, produces an effectively supported platinum-metal catalyst for environment, does not require pH control unlike the past, is economical by using urea and ethylenglycol which are nontoxic organic compounds, improves utilization efficiency, stability, oxygen reduction reaction catalyst activation, fuel cell polarization performance, durability and catalyst activation as compared with the existing platinum-metal catalyst, and easily controls the size of platinum-metal nanoparticles for producing an optimal electrocatalyst by controlling an amount of urea put in an initial solution. Accordingly, the manufacturing method according to the present invention can be commonly used in the development of a different platinum containing catalyst or platinum free catalyst and a catalyst for a proton exchange membrane fuel cell.
