The present invention relates to a wastewater treatment using an ion-exchange membrane and electrodes for the electrodialysis. The electrodialysis apparatus comprises oxidation-reduction electrodes connected to the power supply, and an ion-exchange membrane positioned between the oxidation-reduction electrodes. The ion-exchange membrane is characterized in being manufactured by a step of manufacturing a mixed solution by mixing styrene monomer and ethylene glycol dimethacrylate to vinylbenzenchloride monomer; a step of adding benzoyl peroxide to the mixed solution and dipping a PE film therein; a step of laminating the dipped PE film between PET films and thermal-linking at 60-100 for 3 hours to manufacture a polymer electrolyte membrane; and a step of putting the manufactured polymer electrolyte membrane in 1.0 Mol/L of trimethylamine solution, substituting at 50 for 5 hours or more and washing the membrane in distilled water to remove unreacted materials. The oxidation-reduction electrodes use modified Vulcan electrodes. The electrode solution within the electrodialysis apparatus uses Na2SO4 solution. The wastewater treatment apparatus according to the present invention is excellent in the wastewater treatment efficiency, and the processes are simplified, and is able to reduce the initial cost of equipment. The wastewater treatment apparatus facilitates the operation of process, which is suitable for mass production, reduces the overvoltage, and maximizes the redox reaction.
