The present invention discloses a technology related to a communication protocol. An embodiment of the present invention defines parameters included in the header of a protocol data unit (PDU) comprised in a data link layer within an open system interface (OSI) protocol structure defined by the international standard for organization (ISO). The present invention proposes an organization method capable of being applied to all cases generated according to the size of the protocol data unit comprised in the data link layer and the size of a service data unit transmitted from an upper layer; capable of effectively transmitting the upper layer data with the payload of the protocol data unit comprised in the data link layer by minimizing the resource waste of the upper layer data; and capable of minimizing the reduction of the transmission efficiency according to the usage of additional headers using the header of the protocol data unit accurately proposed to respective organization methods.
