The prevent invention relates to a method for designing a cutter head of a tunnel boring machine (TBM) for constructing a tunnel on soil ground which is mechanically utilized for boring a tunnel having a circular cross-section to make the cutter head have optimal cutter beat alignment at each spoke and optical spoke alignment with consideration for the open extent to efficiently boring the cross section of a tunnel. The present invention provides a cutter head designing method of a TBM including a step of inputting a set-up value of basic design element of a TBM; a step of determining the alignment of spokes, the alignment of the cutter beat in respect to one spoke, and the alignment of the cutter beat in respect to the entire spokes; and a step of designing and arranging a closing surface on the cutter head according to the open extent.
