The present invention relates to an assessment device for a large surge relief valve and an assessment method using the same to enable an assessment for a large surge relief valve by generating sufficient surge pressure using power amplified by the principle of the lever by using a universal press equipment which is inexpensive and is widely used, although a conventional pneumatic or hydraulic surge pressure generator is unable to assess a large surge relief valve.
