Disclosed is a method for forming a thin film resistive heating layer comprising the steps of: forming a polymer layer by extruding a polymer paste with electro-conductive fillers, dispersed in an extrusion process, on the outer peripheral surface of a cylindrical base; and forming a thin film resistive heating layer by making the external diameter of the polymer layer uniform through a ring blading process.
