The present invention relates to a mesoporous nickel-alumina-zirconia xerogel catalyst manufactured using a single process sol-gel method, a manufacturing method thereof and a method for manufacturing hydrogen gas by the steam reforming reaction of ethanol using the catalyst. The mesoporous nickel-alumina-zirconia xerogel catalyst is used for manufacturing hydrogen by the steam reaction of ethanol, and is manufactured by adding an epoxide-based compound to a solution having aluminum precursors, zirconium precursors and nickel precursors dissolved therein, conducting hydration and gelation simultaneously, and conducting drying and plasticization, wherein the atomic ratio of zirconium to aluminum is 0.01 to 1, wherein a nickel compound is present in an amount of 5 to 60 parts by weight with respect to 100 parts by weight of alumina-zirconia in the xerogel catalyst generated after manufacture, and wherein the average size of pores is 2 to 50 nm. The present invention can decrease the acidic properties of a catalyst by making a composite by supporting zirconia on an aluminum support, can improve the stability of the catalyst, and can manufacture high-purity hydrogen gas efficiently by applying the catalyst to the steam reforming reaction of ethanol.
