The present invention relates to a surface treatment apparatus for continuous casting strips and a surface treatment method for continuous casting strips using the same with excellent defect removal efficiency for a surface of casting strips, which can remove or minimize ripple marks generated during surface treatment processes for removing surface defects and consequently suppress residual defects on a surface of final products subjected to a rolling operation. The surface treatment apparatus for continuous casting strips comprises: a first torch unit which is capable of heating and melting a surface of cast strips; a heating and melting unit which allows rotation of the first torch unit with respect to a surface of cast strips around an axis made eccentric by a first rotary driving unit as a center; and a post-treatment heating unit which allows removal of ripple marks by heating a surface of the cast strips heated and melted by the heating and melting unit.
