The present invention relates to: a starch particle which contains 1-20 mol% of one or more surface reformers selected from the group consisting of silica, polysilsesquioxane, titanium dioxide, and polysiloxane on the surface; and a production method thereof. According to the present invention, a user can produce the starch particle with excellent touching feeling, remarkably improved rheological properties, and adjusted hydrophilicity. Therefore, the starch particle which easily gets wet by water, does not have stickiness in water unlike existing starch, does not have sinking characters, and does not soak can be provided. Also the starch particle has not only the touching feeling but also the applicability, and is capable of being applied to cosmetics in various types of formulation, thereby producing a cosmetic composition or emulsion containing the particle of the present invention.;COPYRIGHT KIPO 2014
