The present invention relates to a method for depositing silicon oxide/titanium dioxide, which is a photocatalyst, onto a dielectric in the form of a double membrane using a rotatable plasma discharge type, and adjusting the thickness of the deposition of the silicon oxide and carbon dioxide. The double membrane type dielectric is capable of simultaneous removal of contaminants when compared to a dielectric of the related art coated with a titanium dioxide single membrane, and allows a process under room temperature and atmospheric pressure conditions with high removal efficiency. In addition, uniform coating of a TiO_2/SiO_x double thin film onto glass beads allows gas contaminants to be removed efficiently through a photolysis reaction. A TiO_2 photocatalyst which is used in the experiment has high oxidizing power and thus is excellent in antibiotic, sterilization and deodorization operations, and has the advantage of causing no harm to the human body and natural environments as a very stable material.
