According to the present invention, a polymerization reaction is initiated by controlling the temperature of polymerization initiation using high temperature polywater, and then by adding a polymerization initiator. A vinyl chloride polymer can be produced by: polymerizing vinyl chloride-based monomers using high temperature polywater at 70-100°C; and adding polyvinyl alcohol having the saponification degree of 65-80mol% of and the degree of polymerization of 500-800 and polyvinyl alcohol having the saponification degree of 80-95mol% of and the degree of polymerization of 1000 or more at the point of the polymerization conversion rate of 30 to 50%. Thereby, the vinyl chloride polymer having excellent polymerization productivity and high quality can be produced.;COPYRIGHT KIPO 2014
