The present invention relates to a europium-phenanthroline complex compound capable of measuring infinitesimal moisture as a water sensitive phosphor, a manufacturing method thereof and a reversible water detection sensor capable of repeatedly measuring water permeability by measuring fluorescence change in a water sensitive phosphor according to moisture content by using the europium-phenanthroline complex compound as the water sensitive phosphor, wherein the water sensitive phosphor is a europium complex compound represented by chemical formula 2.
