The present invention relates to a navigation operating method for improving a real-time satellite navigation and inertial navigation selection algorithm using a high-precision map. The navigation operating method for improving the real-time satellite navigation and inertial navigation selection algorithm using the high-precision map comprises a first step in which a GPS receiver of a navigation device receives a GPS signal and analyzes a GPS signal quality according to the GPS signal; a second step in which a location information processor analyzes the measured location corresponding to the GPS signal in the high-precision map stored in a high-precision map storage unit within the navigation device; a third step in which the location information processor compares the analyzed GPS signal quality and the measured location with a GPS signal quality mapping table within a GPS signal quality mapping unit; and a fourth step in which a navigation output unit outputs location information on the navigation device using either satellite navigation information using the GPS signal or inertial navigation information provided from an inertial navigation processing unit within the navigation device according to the compared result by using the high-precision map.
