The present invention relates to a manufacturing method of a pulverized semi-carbonized biomass fuel which is usable as an alternative fuel of the conventional solid fuel including coal and cokes, and liquid fuel such as diesel, kerosene, bunker fuel, etc. and to a pulverized semi-carbonized biomass fuel manufactured thereby. The pulverized semi-carbonized biomass fuel has a particulate form due to convenient pulverization in contrast with a needle form when pulverizing ordinary biomass, and is useful for smooth transportation and supply of fuel. The pulverized semi-carbonized biomass fuel has a fast ignition speed and a high heating value in combustion, contains moisture of 1 weight% or less, and has an average heating value of 5200 kcal or more, so as to be used as clean energy replacing the conventional solid fuel or liquid fuel.
