The present invention relates to a school-zone monitoring apparatus using vehicle and pedestrian detection which records a target only when the target entering a school zone is an adult, not a child who has less chance of crime; detects face feature information from the recorded image to determine the target as an offender when similarity with pre-registered offenders face feature information is greater than a predetermined set value (TH: threshold); and immediately spreads the same to a manager or pedestrians around, thereby can effectively block crimes in school zones in advance and ferret the offenders out in real-time by dramatically reduces an amount of computation required for face recognition.
