Disclosed are a system for virtualizing a mobile phone providing a communication service of a virtual mobile phone to a user terminal using a software-based gateway and a method for virtualizing the mobile phone. The system for virtualizing a mobile phone according to the present invention comprises: a gateway which relays to enable a virtual mobile phone to connect to a mobile network and executes a software-based mobile station program; and a virtualization server which provides an execution service for the virtual mobile phone and executes a mobile operating system controlling a call function and a data communications function of the executed virtual mobile phone.
