The present invention relates to a rooftop rainwater storage and penetration system for reducing urban flood, which is provided with rainwater storage blocks to prevent urban flood by temporarily storing rainwater, wherein the storage blocks consists of unit blocks that are connected to each other, store rainwater as much as possible and discharge rainwater by making the rainwater penetrate a penetration facility as needed. The rooftop rainwater storage and penetration system for reducing urban flood comprises the rainwater storage blocks including a wall which has a predetermined height from a bottom surface to secure a rainwater storage space and rainwater transfer holes which are consecutively formed on the lower part of the wall to supply stored rainwater to a neighboring rainwater storage unit; and a rainwater management block which maintains a locked state to store rainwater inside the rainwater storage block in case of temporal rainfall and which opens a discharge valve to make rainwater penetrate the penetration facility after the rainfall.
