The present invention relates to a vegetation mat containing concentrated microorganisms for a slope surface and germinating seeds. More specifically, a first top soil mixed with humus soil, agar, and Bacillus rhodobacter concentrated microorganisms is embedded on the top of a mat produced by biodegradable synthetic resin ecoflex and agar. Multiple seeds are sowed on the first top soil, and a second top soil is embedded thereon, so that the seeds are germinated and remaining roots of the seeds are strongly fixed in a net unit of the mat. The vegetation mat in which the stems of the seeds are germinated on the first and second top soils is constructed on a slope surface. Accordingly, the germination of the roots and stems of the seeds is promoted by means of Bacillus rhodobacter concentration microorganisms and agar, so that the roots of the seeds can be easily and strongly fixed in the soil on the slope surface and the slope surface can be stably and strongly composed in a short time. The ecological succession of other vegetations on the slope surface is prevented. The mat consists of the biodegradable synthetic resin ecoflex and agar so that complete natural decomposition is performed in a short time.
