The present invention relates to a packet based voice call service providing method and, more specifically, to a packet based voice call service providing method and a network control system for the same capable of blocking unnecessary circuit based network interworking in advance when a voice call service based on a packet between the transmitter and the receiver. According to an embodiment of the present invention, the packet based voice call service providing system comprises: a transmission-sided IP based network control system to transmit a call connection request to a reception-sided IP based network control system corresponding to a business information after confirming the business information subscribed by the receiver when the call connection request from the transmitter to the receiver is received through a packet based access network; and the reception-sided IP based network control system to transmit the call connection request to the receiver through one access network between the packet access network and the circuit based access network in accordance to the confirmed result after confirming whether the call based on the packet of the receiver is supported when the call connection request of the transmitter is received from the transmission-sided IP based network control system.
