The present invention relates to an angle adjusting apparatus having an angle adjuster, a connection plate for angle adjustment, and a handle and a blind using the same. The present invention relates to the angle adjusting apparatus including a quadrilateral frame portion (A) in which four top, bottom, left, and right pieces form an assembling type frame (1); a drum portion (C) embedded in a space formed at an upper portion of a floor of a head rail of head rails (2, 3) formed at a lower portion of the upper frame portion (1); and a lower moving portion (B) installed at an upper space portion of the lower frame (1).
