According to the present invention, a cloud network resource management method distributes and stores data on a plurality of cloud servers, and comprises the steps of: a cloud server having received at least one packet request, calculating server usefulness of the cloud server with respect to each combination of the packet requests based on the importance of data corresponding to each of the packet requests, contribution to inbound response according to the history that each of the other cloud servers having made the packet requests to a cloud server which responded to the packet requests of the cloud server in the past, and measurement of capability ratio on operating ratio of a calculation resource of the cloud server; determining a combination of the packet requests which maximizes the server usefulness of the cloud server; and responding to the packet requests by transmitting packets needed in correspondence to the determined combination of the packet requests to each of the cloud servers having requested the packets.
