Disclosed in the present invention are a cloud terminal wake-up method, a network management server, and a cloud communication system. After the network management server receives wake-up data packets comprising cloud terminals to be woken up, the network management server can directly send, by means of a proxy sending terminal in each network segment, the wake-up data packets to the cloud terminals to be woken up. It is unnecessary to change route configuration information of a great number of cloud terminals in each network segment, and only one proxy sending terminal needs to be arranged in each network segment, and accordingly a variety of security risks and other troubles are not produced to users due to the change of the route configuration information, and the problem of easy occurrence of errors when a great deal of route configuration information is changed can be avoided, thereby reducing manpower and physical costs, and improving user experience.
