An embodiment of the present invention relates to a virtual resource allocation apparatus and method in a cloud service using a fuzzy logic driven resource evaluation method based on a virtual resource allocation technique which defines characteristics of elements constituting a cloud environment in the cloud service and correlations between the characteristics of each element. Provided is the fuzzy logic driven resource evaluation apparatus for a virtual resource allocation of the cloud service, comprising an application program service request part receiving a service request in the cloud service; an application program allocation part allocating an application program according to the received service request; a virtual resource allocation part allocating a virtual resource according to the allocation of the application program; a resource infrastructure part processing work according to the allocation of the virtual resource; and a virtual resource evaluation part evaluating the availability of the virtual resource.
