Disclosed are an apparatus and method for controlling the level of exercise/rehabilitation based on body state. The apparatus is composed of: a sensor module for sensing body state of a user; a user input module for receiving body state information and medical history information of the user; an exercise/rehabilitation level determination module for determining the level of exercise/rehabilitation of the user using the body state information sensed by the sensor module and the body state information and medical history information input by the user input module; and an exercise/rehabilitation difficulty level control module for setting the degree of difficulty of a predetermined exercise/rehabilitation program using the level of exercise/rehabilitation determined by the exercise/rehabilitation level determination module, and applying to control the set degree of difficulty to a predetermined exercise/rehabilitation apparatus. According to the apparatus and method for controlling the level of exercise/rehabilitation based on body state, the optimal exercise/rehabilitation program is operated by sensing the body state or condition of the user in real time and inputting various known body state items, thereby providing the optimal exercise/rehabilitation effect to the user and allowing the body to receive an excessive impact. In particular, avatar simulations can be implemented based on these kinds of information to prevent possible side effects.
